Abstract：Creative-industry-based Science Parks in Zhongguancun Science Park are planned and built, including Desheng Science Park, Yonghe Science Park and Shijingshan Science Park, to speed up development of cultural and creative industry in Beijing, and to actively participate in international creative industrial division. The Creative-industry-based Science Parks in Zhongguancun Science Park, as a frontier and advantageous region for Beijing, are intended to develop the creative industry which is a combination of culture, intelligence and technology. Based on analyzing the basic situation of Creative-industry-based Science Parks in Zhongguancun Science Park and learning the experiences from London and Taiwan, this paper argues that three core points are necessary for the development of Creative-industry-based Science Parks in Zhongguancun Science Park:1)the people-oriented concept and an attractive living space; 2)the agglomeration economies and a favorable industrial eco-environment; 3)the consumption space of creative products. Moreover, the paper finds out some protrudent problems of Creative-industry-based Science Parks in Zhongguancun Science Park, including the lack of efficient and preliminary space, the renovation of dangerous old houses and harnessing of "villages inside the city", traffic jam and lagged road condition, the lower industrial agglomeration without integral and strong industrial clusters, as well as the institutional defects in basic resources allocation. Also, the paper holds that emphases for development of Creative-industry-based Science Parks inside Zhongguancun Science Park should be laid on providing with ‘new’ industrial development space by means of protectively developing historic buildings, supplying with special infrastructure, developing creative industrial clusters and forming complete creative industry chains, and seeking for differentiated competition among each other. In addition, Creative-industry-based Science Parks in Zhongguancun Science Park should be in collaboration with other cultrual industries inside or outside Zhongguancun Science Park, as well as other cultural and creative cluster (CCC)areas in Beijing, aiming to build up distinctive CCC and creative industrial competitiveness of Beijing as a whole.
